The Committee of the Whole meeting was called to order at 9 a.m. on December 7, 2017 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman

 

1. Regional Chair Emmerson made the following remarks:

 

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Bruce Macgregor, Chief Administrative Officer, provided an overview of the budgets being considered at the Committee of the Whole meeting.

Committee recessed at 11:57 a.m. and reconvened at 12:45 p.m. with all members present except Mayor Bevilacqua, Mayor Pellegrini and Regional Councillor Singh.

10. National Day of Remembrance and Action on Violence Against Women

 

Regional Chair Emmerson advised that the City of Markham is the first municipality in York Region to proclaim December 6th as the National Day of Remembrance and Action on Violence against Women. 

Regional Chair Emmerson extended sincere thanks to Mayor Scarpitti and Regional Councillor Armstrong for supporting and moving this proclamation forward, which is to remember and honour the 14 women who lost their lives and the 10 women who were injured as a result of gender-based violence on December 6, 1989 at L'Ecole Polytechnique de Montreal. 

 

11. Toronto-York Spadina Subway Extension

 

Regional Chair Emmerson advised that Members of Council will be invited to the opening of the Toronto-York Spadina Subway Extension (TYSSE) on December 15, 2017.

 

Private Session

 

Committee of the Whole resolved into private session at 1:14 p.m. to consider the following:

 

1. Private Attachment 1 to Clause 4 – York Durham Sewage System – Potential Litigation

 

Committee of the Whole resumed in public session at 1:20 p.m. and reported the following:
