The Committee of the Whole meeting was called to order at 9 a.m. on March 22, 2018 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman

 

1. Regional Chair Emmerson made the following remarks:

 

“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.

I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

2. 2018 Development Charge Background Study and Bylaw Amendment

 

Pursuant to the Development Charges Act, 1997, York Region Committee of the Whole held a public meeting to receive input on a proposed Region-wide bylaw that will, if passed, amend The Regional Municipality of York’s 2017 Development Charge Bylaw (No. 2017-35).

3. Communications – Planning and Economic Development

Committee of the Whole recommends:

 

1. Receipt of the communication from Paul Freeman, Acting Chief Planner dated March 22, 2018 regarding “York Region Comments on Proposed Methodology for Land Needs Assessment for the Greater Golden Horseshoe”.

 

2. Local Appeals Body

 

a) The Committee of the Whole recommends receipt and referral to staff of the following notice of motion originally considered at Regional Council on February 15, 2018, as amended:

“Whereas Section 8.1 (1) of the Planning Act states, “if a municipality meets the prescribed conditions, the Council may by by-law constitute and appoint one appeal body for certain local land use planning matters, composed of such persons as the Council considers advisable, subject to subsections (3), (4) and (5). 2006, c.23, s.7”; and,

Whereas Bill 139, Building Better Communities and Conserving Watersheds Act, 2017 has received Royal Assent; and,

Whereas a Local Appeals Body can be constituted as the appeal body for Committee of Adjustment decisions as provided for by Bill 51, the Planning and Conservation Land Amendment Act, 2006.

Now Therefore Be It Hereby Resolved That York Regional Council consider the formation of a Local Appeals Body as per section 8.1 (1) of the Planning Act; and,

That staff be directed to investigate and report back to Regional Council on the feasibility of a Local Appeals Body.”

 

b) Receipt and referral to staff of the communication from Michael de Rond, Town Clerk, Town of Aurora dated February 27, 2018 regarding “Resolution from Town of Aurora”.

15. Earth Hour 2018

 

Regional Chair Emmerson encouraged everyone to participate in Earth Hour on Saturday, March 24, 2018 by using as little electricity as possible.

 

16. YTN Telecom Network Inc. Shareholders Meeting - March 29, 2018

 

Regional Chair Emmerson advised that a YTN Shareholders Meeting will be scheduled on March 29, 2018 beginning at 8:15 a.m. and all members of Regional Council are requested to attend this meeting.

 

17. Passing of Don Hillock

 

Regional Chair Emmerson acknowledged the passing of Don Hillock, who was the second chief of York Regional Police, and advised that flags will be lowered to half-mast at Regional and Police facilities.

 

Private Session

 

Committee of the Whole resolved into private session at 12:13 p.m. to consider the following:

2. Disposition of Matters Under the Purchasing Bylaw - 2017 Annual Report – Litigation

4. Private Attachment #1 to Clause 13 - Acquisition of Land - Major Mackenzie Drive from Canadian Pacific Railway Crossing to Islington Avenue - City of Vaughan - Land Acquisition

Committee of the Whole recommends adoption of the recommendation contained in the confidential report of the Regional Solicitor, dated March 2, 2018 and that the report be forwarded for consideration at Council’s private session on March 29, 2018.

 

20. York Regional Police Marine Facility Design Build Contract - Land Acquisition

 

Committee of the Whole recommends adoption of the recommendation contained in the confidential report of the Regional Solicitor, dated March 2, 2018 and that the report be forwarded for consideration at Council’s private session on March 29, 2018.

 

21. Private Attachment to Clause 13 - Acquisition of Land - Major Mackenzie Drive from Canadian Pacific Railway Crossing to Islington Avenue - City of Vaughan - Land Acquisition

 

Committee of the Whole received the private attachment referred to in Clause 13.
