Regional Council met at 9:02 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Statutory Public Meeting - Proposed York Region Development Charges Bylaw

 

Pursuant to the Development Charges Act, 1997, York Region Council held a public meeting to receive additional input on a proposed Region-wide bylaw for imposing development charges against all lands in York Region (with the exception of wastewater charges in the Village of Nobleton, Township of King).

This public meeting was the second public meeting in relation to the 2017 Development Charges Background Study and Bylaw (the first was held on March 9, 2017).

Revised Draft 2017 Development Charge Background Study and Bylaw

 

It was moved by Regional Councillor Di Biase, seconded by Mayor Hackson that Council receive the presentation from Russell Mathew, Hemson Consulting Ltd. regarding the revised draft Development Charge Background Study and Bylaw.

48 Report No. 6 of Committee of the Whole – April 6, 2017

 

It was moved by Regional Councillor Davison, seconded by Regional Councillor Rosati that Council adopt the recommendations in Report No. 6 of Committee of the Whole.

 

A recorded vote on the adoption of Clause 6 – Transit/High-Occupancy Vehicle Lanes was as follows:

For: Altmann, Barrow, Bevilacqua, Davison, Dawe, Di Biase, Ferri, Hackson, Li, Pellegrini, Quirk, Rosati, Scarpitti, Spatafora, Taylor, Van Bynen  (16)

Against:  Armstrong, Heath, Jones  (3)

Regional Councillor Hogg was absent for the vote.

49 Report No. 7 of Committee of the Whole – April 13, 2017

 

It was moved by Regional Councillor Jones, seconded by Regional Councillor Ferri that Council adopt the recommendations in Report No. 7 of Committee of the Whole with the following amendment as noted:

 

Regional Governance (Clause 16)

 

BE IT RESOLVED THAT:

1. The Regional Clerk forward a copy of Regulation 279/13 to the local municipalities with a request that they provide their consent or lack of consent, by May 31, 2017, to a bylaw changing the composition and size of Regional Council by increasing the number of members from The Corporation of the City of Vaughan from four to five.

51 Council and Committee Meeting Schedule Amendments – May 2017

 

It was moved by Mayor Scarpitti, seconded by Regional Councillor Rosati that Council amend the approved meeting schedule and authorize the following schedule:

 

May 11 - Committee of the Whole, Week 1 Regional Council Meeting

 

May 18 - Committee of the Whole, Week 2 Regional Council Meeting

 

May 25 - Regional Council Meeting

 

Housing York Inc. and York Region Rapid Transit Corporation meeting dates in May are to be confirmed by the respective Chairs.

52 Passing of Councillor Ron Moeser

 

Regional Councillor Heath expressed his sadness at the passing of Toronto Councillor Ron Moeser, with whom he worked on the Rouge Park Alliance and the Rouge National Urban Park.

 

53 Appointment of Councillor Avia Eek to the Golden Horseshoe Food and Farming Alliance

 

Regional Chair Emmerson appointed Councillor Avia Eek, Township of King to the Golden Horseshoe Food and Farming Alliance.

 

54 Ontario’s Fair Housing Plan

 

Bruce Macgregor, Chief Administrative Officer provided an overview of the provincial announcement regarding Ontario’s Fair Housing Plan.

 

55 Accelerating Housing Supply by Advancing Catalyst Infrastructure Projects

 

It was moved by Mayor Bevilacqua, seconded by Mayor Scarpitti:

 

Whereas the Provincial and Federal governments have indicated their interest in immediate action to address the “housing affordability crisis” facing the Greater Toronto Area, including York Region;

Whereas one area requiring immediate attention is housing supply and the provision of housing supply in a way that supports complete mixed use communities;

Whereas York Region, its local municipalities, the development community and stakeholders have identified catalyst infrastructure as being required to enable new housing supply for approved urban designed, but not built, New Community Areas and Intensification Areas;

Whereas the provision of new housing supply can be accelerated by advancing catalyst infrastructure, including watermains, sewers, roads and transit necessary to service these areas where housing supply could be provided;

Whereas York Region has successfully partnered with the Federal and Provincial government on a number of successful infrastructure programs;

Therefore Be It Resolved That:

Regional staff, municipal partners and stakeholders be requested to meet with Provincial and Federal government officials to apprise them of specific catalyst infrastructure projects that, if funded, could substantially accelerate the supply of new housing in York Region.

Regional Chair Emmerson advised that Earth Day is on April 22, 2017 and encouraged everyone to observe the day.

 

57 National Volunteer Week – April 23 to 29, 2017

 

Regional Chair Emmerson advised that April 23 to 29, 2017 is National Volunteer Week.

It was moved by Mayor Van Bynen, seconded by Mayor Scarpitti that Council convene in Private Session for the purpose of considering the following.

1. Settlement for Additional Construction Services for the Leslie Street Sewage Pumping Station Upgrades - Litigation

2. Presentation - Legal Advice regarding the Development Charges Bylaw - Solicitor-Client Privilege

3. Buttonville Airport Redevelopment – Update - Litigation

Council met in Private Session at 1:02 p.m. and reconvened in public at 2:11 p.m.

 

It was moved by Mayor Dawe, seconded by Regional Councillor Spatafora that Council rise and report from Private Session.

59 Settlement for Additional Construction Services for the Leslie Street Sewage Pumping Station Upgrades

 

It was moved by Regional Councillor Heath, seconded by Mayor Bevilacqua that Council adopt the recommendation in the private report of the Commissioner of Environmental Services dated March 1, 2017, as follows:

1. Council authorize that the agreement between the Region and ASCO Construction Ltd. for the Leslie Street Sewage Pumping Station Upgrades Project be amended to increase the contract price from $23,736,551 to $31,136,551 as a result of critical circumstances that arose during construction beyond the scope of work defined in the contract documents.

It was moved by Regional Councillor Heath, seconded by Mayor Bevilacqua that Council receive the confidential presentation by the Chief Administrative Officer, the Regional Solicitor and Senior Counsel, Development Law.

61 Buttonville Airport Redevelopment – Update

 

It was moved by Regional Councillor Heath, seconded by Mayor Bevilacqua that Council adopt the confidential recommendations in the private report of the Chief Planner and Regional Solicitor dated April 19, 2017.

Confirmatory Bylaw

 

62 Bylaw 2017-22

 

It was moved by Regional Councillor Armstrong, seconded by Mayor Van Bynen that Council enact Bylaw No. 2017-22 to confirm the proceedings of this meeting of Council held on April 20, 2017.
