The Transportation Master Plan Advisory Task Force meeting was called to order at 11:50 a.m. on January 14, 2016. Regional Chair Emmerson chaired the meeting.

1. Meeting Objectives and Overview
The Task Force recommends receipt of the presentation by Daniel Kostopoulos, Commissioner of Transportation Services, regarding an overview of the following Transportation Master Plan objectives:
• Creating a world class transit system by making transit more convenient and accessible
• Developing a road network fit for the future through the provision of a finer, more permeable street network to improve system capacity and create streets that are destinations
• Integrating Active Transportation in Urban Areas by providing more pedestrian and cycling facilities
• Maximizing the potential of employment areas by improving the efficient movement of people and goods on regional roads to help support the Region’s economy
• Making the last mile work by enabling integrated mobility systems and advancing innovation in technology to encourage more sustainable travel choices
2. Integrated Mobility and Technology
The Task Force recommends receipt of the presentation by Ann Marie Carroll, General Manager, York Region Transit regarding “Integrated Mobility and Technology”. The presentation included an overview of transit initiatives that support the objectives of the Transportation Master Plan by making transit more frequent, convenient and accessible, including:
• Carpool parking facilities
• HOV lanes for buses and smaller rideshare vehicles
• Expanded dial-a-ride program
• Introduction of ridesharing technology
3. Roads and Traffic Management
The Task Force recommends receipt of the presentation by Brian Titherington, Director, Roads and Traffic Operations regarding “Roads and Traffic Management”. The presentation included an overview of roads and traffic initiatives that support the objectives of the Transportation Master Plan, including:
• Flexible systems to manage congestion and optimize transit
• Intersection designs that evolve with community needs
• Making full use of the transportation network
• Solving operational and maintenance challenges of boulevard cycling facilities
• Ensuring all Regional roads support all modes of travel including trucks
• Gathering and sharing data to support optimization of the network
4. Proposed Network Alternatives
The Task Force recommends receipt of the presentation by Stephen Collins, Director, Infrastructure Management and Project Management Office and Brian Hollingworth, Director of Transportation, IBI Group regarding “Proposed Network Alternatives”. The presentation included a detailed review of the proposed Transit, Road, Cycling and Strategic Goods Movement Networks for 2041.
5. Next Steps
The Task Force recommends receipt of the presentation by Daniel Kostopoulos, Commissioner of Transportation Services regarding next steps for the Task Force, which include a discussion regarding funding strategy and network phasing at the next meeting in February.
