Regional Official Plan
York Region is currently undertaking the Municipal Comprehensive Review process to review the Region’s population and employment forecasts, land budget and Regional Official Plan policies. With a population of 1.2 million residents, The Regional Municipality of York is one of Canada’s largest municipalities and the second largest business centre in Ontario. Ranked as Ontario’s fastest growing large municipality, managing growth over the coming decades is important. York Region is forecast to reach approximately 2.02 million people and 990,000 jobs by 2051.
The York Region Official Plan 2010 (YROP 2010) describes how York Region plans to accommodate future growth and development while meeting the needs of existing residents and businesses in the Region. It provides directions and policies that guide economic, environmental and community planning decisions.

York Region Official Plan 2010
York Region Council adopted the current York Region Official Plan 2010 (YROP-2010) in 2009; the Minister of Municipal Affairs and Housing approved the Plan in 2010. The policies of the official plan guide new planning and development in York Region. The YROP-2010 was subject to a number of appeals. Details on the outstanding appeals can be found within the Related Information section of the YROP-2010. 2010 Regional Official Plan Amendments
After a Regional official plan is approved, there is a formal process that allows any person or public body to request that Council amend the official plan. For more information on this process or to apply for an Amendment, please view the Request a Regional Official Plan Amendment page.
Once an amendment to the plan is approved, it is part of the official plan. These amendments are incorporated into the next Office Consolidation/York Region Official Plan package for informational purposes. The following is a summary of the Amendments made to the York Region Official Plan 2010:
Regional Official Plan Amendment 1 designates select lands as “urban” in the Town of East Gwillimbury to support future growth to 2031
Regional Official Plan Amendment 2 designates urban expansion lands in the City of Vaughan as “urban” to support future growth to 2031
Regional Official Plan Amendment 3 designates urban expansion lands in the City of Markham as “urban” to support future growth to 2031
Regional Official Plan Amendment 4 introduces additional policy to support development of the Langstaff Gateway Secondary Plan
Regional Official Plan Amendment 5 updates Source Water Protection policies and mapping
Regional Official Plan Amendment 6 updates Archeological Management Plan policies
Active Appeals to the Regional Official Plan and Associated Ontario Municipal Board Decisions
The Ontario Municipal Board (OMB) is an independent tribunal that conducts hearings and makes decisions on matters that have been appealed under specific provincial legislation such as the Planning Act. If an Official Plan or Amendment is appealed, it will go before the OMB. The York Region Official Plan 2010 and Regional Official Plan Amendments 1, 2 and 3 were subject to appeals to the OMB though the following case numbers:
