Re-opening and Resuming Business during COVID-19

York Region is following the provincial lead with respect to re-opening businesses, services and public spaces during COIVD-19 in accordance with the Government of Ontario’s plan, called A Framework for Reopening our Province.

Businesses and services will reopen in stages over periods of weeks and months. Through all stages, public health and safety will be the number one priority, while focusing on the needs of residents and businesses.

Detailed list of Stage 1 Openings

All other business and services that are not deemed essential are closed until further notice.

Businessess and Workplaces

The Ontario Government has developed over 90 sector-specific guidelines and posters to provide guidance to businesses and services as they reopen to help protect workers, customers and the general public from COVID-19.

At this time, customer screening is not mandatory for businesses. To prevent the spread of COVID-19, businesses should practice physical distancing, good hand hygiene, cough and sneeze etiquette, clean and disinfect surfaces, and do not allow sick employees to come to work.

Employers and Employees

Under the Occupational Health and Safety Act, employers must take precautions to keep workers safe, including keeping them informed, creating health and safety policies and procedures and ensuring workers use the right protective equipment.


Ontario's Chief Medical Officer of Health is advising employers in Ontario to facilitate virtual work arrangements to enable employees to work from home where possible. In workplaces where this is not possible, employers are recommended to operate in a manner that encourages physical distancing.

Schools

The Provincial government announced all publically funded schools in Ontario will remain closed until the end of June.

Schools that host international students can continue to provide residence at the school for these students but it is recommended that students practice physical distancing.


Public Gatherings

All organized public events of over five people are prohibited as per the Government of Ontario, including parades, weddings, events and communal services within places of worship. This does not apply to private households with five people or more. It also does not apply to operating child care centres supporting front-line health care workers and first responders, providing the number of people at each centre does not exceed 50. Funerals are permitted to proceed with up to 10 people at one time.


York Region Service Distruptions and Facility Closures

York Region facilities closed to the public

In response to the ongoing COVID-19 situation, York Region facilities (except waste depots) are currently closed to the public. A number of services have also been impacted.

Details on disruptions and closures will be updated as the situation evolves.

Key services essential to York Region continue, including Paramedic Services, Water, Waste Management, Shelter Services, Long-term Care, Road Operations and York Region Transit.

Children's Services

All licensed child care centres are closed.

Emergency child care services are available for eligible health care and front-line workers (identified in the Ministry of Education’s list of workers) who currently have no other child care options. The safest option for any family is to have children remain at home, if at all possible.

Licensed home child care is also available.

While all face-to-face meetings with individual clients or groups have been discontinued, virtual/telephone visits are continuing.

EarlyON programs have closed across York Region. Families can access EarlyON programs and services by telephone, email and social media.

The following adjustments are made to services:

  • Child Care Fee Subsidy   annual reviews are done by telephone and intakes are currently suspended
  • Early Intervention Services Intake Line  intake is continuing (by telephone) to answer client inquires
  • Infant and Child Development Services is continuing to support families with intervention and case coordination  by telephone, videoconferencing or email
  • Neonatal Follow Up Clinics offered through videoconferencing or telephone  
  • Inclusion Support Services  is contacting families to help children develop and maintain skills that will help them successfully return to licensed child care, while offering service coordination for families and providing capacity building training to early learning and child care providers
  • Online capacity building workshops for early learning and child care professionals are now available. In-person sessions have been cancelled and will be rescheduled at a later date
  • After School Programs in social housing have closed, but 360 Kids continues to support the community and will be offering online programs soon
  • Fair Access Programs have closed

Licensed Child Care Centres

On March 17, 2020, the Government of Ontario ordered the closure of licensed child care centres in York Region.

Emergency Child Care for Health Care and Other Front-line Workers

Emergency child care may be available if you are a health care and other front-line worker (for children from birth to age 12). Emergency child care services are reserved exclusively for children of eligible workers (as identified by the Ministry of Education) who have no other alternatives. While the child care operator will do their best to provide a safe environment for your child(ren), it is important that parents and guardians understand there are risks associated with placing your child(ren) in the child care.

Spaces are limited. Emergency child care services are provided at no cost to families and are funded by the Province of Ontario. Learn more about who is eligible and how to apply.

Court Services

Provincial Offenses Courts

As a result of the COVID-19 pandemic, a provincial State of Emergency has been declared. Court operations are limited during this time. If you have a trial scheduled, a notice of your new court date will be sent to you by mail to the address on file with the court. If you were summoned to appear in court for a provincial offence during the State of Emergency, you do not need to attend, as the matter will be rescheduled.

Please note: York Region Court Services and Prosecution offices will be closed until further notice. Statutory timelines have been extended, including time to exercise your options on the Offence Notice (ticket).

We will not accept applications (i.e. time extensions, re-openings, trial requests, serving an appeal) until further notice. Exception: If your driver’s license was suspended due to an overdue fine, you may request a time extension or re-opening by submitting an application to NewmarketPOA@york.ca or RichmondHillPOA@york.ca. The Regional Prosecutors office is still accepting disclosure requests and Charter applications by email to the following: for Newmarket, 4960disclosure@york.ca. For Richmond Hill, 4961disclosure@york.ca.

Community Partnerships and Support Services

Closed to the public.

The Community Partnerships team is working remotely and will continue to provide support to clients.

  • RGI tenants’ rents will be recalculated starting April 1st based on demonstrated drop in income
  • Market rent tenants will be supported if their ability to pay is negatively impacted to establish manageable payment terms

Long-term Care

Visiting Policy

Visitors to Long-Term Care Homes are restricted to essential visitors only. An essential visitor is anyone who has a resident who is very ill or involved in end of life care

As of March 22, 2020, the Chief Medical Officer of Health issued a directive that residents of Long Term Care Homes should not be permitted to leave the Home for short stay absences to visit family and friends

Private caregivers and companions are not permitted in the Homes at this time. Due to redeployment, staff are available to provide care and help residents with dining. Homes are providing residents with the care and dining assistance required

Virtual visiting has started at both Homes. Staff will help Residents connect with family using FaceTime or Skype technology


Screening Procedures

Active screening is in place for everyone accessing York Region’s Long Term Care Homes

Screening now includes taking temperatures of all staff who report to work. Anyone who does not pass screening questions at the start of their shift is directed to contact their immediate supervisor, who will connect the staff to resources through Employee Health

A mandatory 14 day self-isolation period for all new admissions and readmissions has been implemented


Recreation activities/lunch programs

Off-site recreation activities, lunch programs and external outings are suspended


Volunteers/Tuck Shop

Volunteer work is suspended immediately, including the Tuck Shop.


Adult Day Programs

Adult Day Programs located in Maple and Keswick are closed. During the closure, staff from these Programs are making an effort to proactively check in on program clients and caregivers

All face-to-face meetings with individuals at Violence Against Women Emergency Housing Shelters, Homemakers and Nursing Services or Housing with Supports Facilities have been discontinued.

Drop-in programming at 360Kids, Belinda’s Place and Sutton Youth Services are closed until further notice.

Support will be provided to customers and we will be accepting and granting applications over the phone for Integrated Support Program, Housing Stability Program and the Outreach and Diversion Program.

Transit

Due to COVID-19 and a significant decrease in transit ridership, YRT has reduced service on most routes until further notice.

In addition, customers must board all buses at the middle or rear doors, and stand back from the red line behind the driver. Please pay your fare before boarding where possible. If you cannot tap or purchase a ticket before boarding, please pay when you depart the bus at the station or terminal.
