WHEREAS on February 16, 2017, The Regional Municipality of York passed Bylaw No. 2017-7 being a bylaw to regulate the use of public transit vehicles and facilities in The Regional Municipality of York (“Bylaw No. 2017-7”), which was amended by Bylaw No. 2020-39, being a bylaw to amend Bylaw No. 2017-7, on June 25, 2020, and further amended by Bylaw No. 2025-26, being a bylaw to amend Bylaw No. 2017-7, on April 24, 2025;
AND WHEREAS, on October 23, 2025, the Commissioner of Finance presented the 2026 Regional Budget report shown as item H.2 on the agenda, Regional Council referred certain recommendations for consideration at the November 27, 2025 Regional Council meeting, including recommendations to approve a 3% transit fare increase, annually, in July 2026 to address increasing service costs, as noted on page 87 in the 2026 Budget Book and to authorize the Regional Solicitor to prepare the necessary bylaws including bylaws to authorize the fees and charges relating to transit detailed on pages 86-89 inclusive, in the 2026 Budget Book;
AND WHEREAS, on November 27, 2025, Regional Council adopted the referred recommendations and approved the 2026 budget;
AND WHEREAS, on February 16, 2017, Regional Council adopted Bylaw 2017-7, A bylaw to regulate the use of public transit vehicles and facilities in The Regional Municipality of York;
AND WHEREAS Section 391 of the Municipal Act, 2001, S.O. 2001, c. 25, provides that a municipality may pass by-laws imposing fees or charges on any class of persons for services or activities provided or done by it and for the use of its property;
The Council of The Regional Municipality of York enacts as follows:
1. Bylaw No. 2017-7 is amended to delete Schedule “A” thereto and replace it with Schedule “A” attached to this bylaw.
2. Where this bylaw refers to a schedule, enactment, statute, regulation, or bylaw, it also includes that schedule, enactment, statute, regulation, or bylaw, as amended, supplemented, or replaced from time to time.
3. Except as expressly modified by this bylaw, all provisions of Bylaw 2017-7 are, and shall continue to be, in force and effect and no prosecution, order or fine proceeding or issued pursuant to Bylaw 2017-7 shall be affected by this amendment.
4. The transit fares in Schedule “A” come into force and effect on July 1, 2026.
5. This bylaw comes into force and effect upon passage.
