York Region Court and Tribunal Services 2025 Annual Report highlights progress and path forward for 2026
Newmarket – York Regional Council received the Court and Tribunal Services 2025 Annual Report, featuring an overview of 2025 initiatives identified in the 2023 - 2026 Court and Tribunal Services Action Plan and a snapshot of work underway for 2026.
“York Region Courts and Tribunal Services support the efficient and fair administration of Provincial Offences Act proceedings,” said York Region Chairman and CEO Eric Jolliffe. “By providing essential and accessible court services, Court and Tribunal Services help to uphold public confidence in the judicial system.”
Highlights from the four priority areas in the 2025 report include:
- Inclusion:
- Implemented the French Language Services Committee, ensuring compliance with the French Language Services Act
- Installed bilingual signage in all publicly accessible areas of Courts’ operations
- Innovation:
- Expanded the Hybrid Court model with updated courtrooms, resulting in improved service delivery
- Framework to create an early resolution process
- Excellence in Service Delivery:
- Installed hearing support devices at all front counters to assist members of the public with hearing disabilities
- Reviewed how customers interact with Court and Tribunal Services, with improved signage and public information
- Sustainable Justice System:
- Advocated legislative and policy improvements through the Ministry of the Attorney General Collections Innovation Committee, focused on more effective and adaptable collection tools
- Expanded York Region’s partnership with the Ministry of the Attorney General by securing a lease agreement at 17150 Yonge Street
“The 2025 Annual Report highlights how Court and Tribunal Services continue to adapt to legislative change while advancing modernization, accessibility and service excellence,” said Township of King Mayor Steve Pellegrini, Chair of Finance and Administration. “We are strengthening the delivery of justice services today while positioning ourselves to meet the needs of our community in 2026 and beyond.”
Actions for 2026 include reinstating the Early Resolution court program, digitizing paper-based court and enhancing collection performance.
The 2025 annual report is the final update on the 2023 - 2026 Court and Tribunal Services Action Plan. Work is currently underway on the next four-year plan to coincide with the 2023 to 2027 Strategic Plan: From Vision to Results and the next term of Regional Council.

- More than 171,000 customers served in person, by phone or online in 2025
- Trial courts heard more than 66,000 matters in 2025
