Fees and Charges for Services and Activities Bylaw (Amendment)

WHEREAS on January 30, 2020, Regional Council passed Bylaw No. 2020-04 being a bylaw to impose fees and charges for services and activities provided by The Regional Municipality of York (the “Fees and Charges Bylaw”); 

AND WHEREAS Schedule “A” of the Fees and Charges Bylaw sets out the fees and charges for services and activities provided by The Regional Municipality of York as prescribed by Regional Council;

AND WHEREAS, on October 23, 2025, the Commissioner of Finance presented the 2026 to 2027 Regional Budget report shown as item H.3 on the agenda, Regional Council referred certain recommendations for consideration at the November 27, 2025, Regional Council meeting, including recommendations to authorize an update to the Fees and Charges Bylaw to grant the Commissioner of Finance authority to amend Schedule A of the Bylaw to make administrative changes to the Bylaw; 

AND WHEREAS, on November 27, 2025, Regional Council adopted the referred recommendations;

The Council of The Regional Municipality of York enacts as follows:

1.    Section 3 of the Fees and Charges Bylaw is amended by repealing Section 3 in its entirety and substituting with the following: 

3.    The Commissioner of Finance or designate is authorized to amend the attached Schedule “A” from time to time to do any of the following:

a.    To add new fees and charges approved by Regional Council, 
b.    To delete fees and charges that are no longer applicable, 
c.    To reflect adjustments made under Section 2 of this bylaw,
d.    To correct an error in a bylaw, 
e.    To improve clarity or presentation,
f.    To give effect to organizational changes, and
g.    To alter the style of presentation of text, graphics or tables to improve legibility.

2.    Where this bylaw refers to a schedule, enactment, statute, regulation, or bylaw, it also includes that schedule, enactment, statute, regulation, or bylaw, as amended, supplemented, or replaced from time to time. 

3.    Except as expressly modified by this bylaw, all provisions of the Fees and Charges Bylaw, are, and shall continue to be, in force and effect.

4.    This bylaw comes into force and effect upon passage.
