Community Housing Supply Grant Pilot Program
York Region has launched a new Community Housing Supply Grant Pilot Program to provide capital funding to non-profit and cooperative housing organizations that are ready to build new community housing units.

Background
In February 2023, York Region Council approved funding for a non-profit development pilot program to increase the supply of community housing. This is a key objective identified in Housing Solutions: A place for everyone Phase 2 Plan: 2019 to 2023, the Region’s 10-year housing and homelessness plan.
Up to $5.5 million is available in 2023 and $4.7 million in 2024 to eligible proponents in the form of a conditional capital grant.
Eligibility Requirements
Applicants and proposed projects must meet all eligibility requirements to be considered for funding:
- Must be a registered non-profit or cooperative organization that will own and operate the housing project as non-profit or cooperative rental housing for a minimum of 20 years;
- Demonstrated experience in residential housing development and operation, or have a partnership with an experienced organization that will provide these services;
- Preference will be given to applicants who can demonstrate a readiness to begin construction in 2024 or sooner;
- Applicants must have the financial and operational ability to carry the project;
- Projects must have a minimum of 10 residential units overall.
- A minimum of 10 units must rented at no more than 100% CMHC Average Market Rent for a minimum of 20 years:
- Rent supplement funding may be available from the Region to help increase affordability for some or all of the affordable units, to be determined on a project-by-project basis
- Households for any units subsidized under a rent supplement agreement must be selected from York Region’s subsidized housing wait list
- Applicants must be the current registered owner of the land that the proposed project will be built on
Eligible projects include:
- New construction
- Conversion of non-residential buildings to community housing
- Addition or extension to an existing community housing building
- Community housing redevelopment resulting in increased supply of units
