York Region is making improvements to Elgin Mills Road from Yonge Street to East of Newkirk Road in the City of Richmond Hill. We invite you to join the study mailing list to receive updates about the Environmental Assessment Study and information about opportunities to provide input.

About the Project

York Region is conducting a Schedule “C” Municipal Class Environmental Assessment (EA) Study for improvements to Elgin Mills Road between Yonge Street and East of Newkirk Road in the City of Richmond Hill.
York Region's 2016 Transportation Master Plan recommended eliminating the level crossing, allowing road traffic to pass over or under train traffic on Elgin Mills Road at the Canadian National Railway (CNR) corridor - Richmond Hill GO Rail line crossing.
This study will reconfirm the need to enhance Elgin Mills Road and determine the preferred design for improvements, including a separation of the roadway and train tracks at the current rail crossing.
The plan
In the Environmental Assessment Act, an environmental assessment is a planning and decision-making process used to promote environmentally responsible decision-making and ensures interested individuals have an opportunity to comment on projects that may affect them.
Included in this assessment is mandatory public and stakeholder consultation in accordance with consultation principles set out in the Code of Practice. Public consultation protects the public interest and helps ensure concerns are identified early in the process and addressed where possible before construction begins.
The public and interested parties will have the opportunity to find out more about the project, proposed improvements and provide input and feedback through a survey and two Open Houses, which will be held throughout the study period. Input opportunities will be communicated through advertisements in local publications, road signs, York Region’s Facebook and Twitter channels and on this webpage york.ca/ElginMillsStudy
Individuals interested in receiving updates about the project via email can send a request to @email quoting “Elgin Mills Study” in the subject line to be added to the study mailing list.
Once input opportunities are complete, comments, concerns and feedback will be included in a final Environmental Study Report, which will be posted on this web page for a 45-day review period, at which time the study will then be deemed complete. The anticipated date of completion is December 1, 2023.
The study is being conducted in accordance with Schedule ‘C’ of the Municipal Class Environmental Assessment document (October 2000 as amended in 2007, 2011 and 2015). Personal information submitted (e.g. name, address, and phone number) is collected, maintained, and disclosed under the authority of the Environmental Assessment Act and the Municipal Freedom of Information and Protection of Privacy Act for transparency and consultation purposes. Personal information submitted will become part of a public record that is available to the general public unless it is requested that the personal information remain confidential.
What this means for you
Public consultation is an important part of the Environmental Assessment Study process and York Region welcomes resident and stakeholder feedback throughout the study. This is an opportunity for local area residents, stakeholders and interested parties to provide input on how Elgin Mills Road should be improved to better meet the transportation needs of the community now and into the future.
Input and feedback collected through surveys, open houses and direct communications throughout the study period will be reviewed, considered and incorporated in the final design of the project where possible.
Following public input opportunities, a final report known as an Environmental Study Report (ESR), which outlines the process of the study and includes all feedback received, will be posted on this page for review before the study is considered complete.
