Investing in New Affordable Housing Across York Region
York Region recognizes non-profit and co-operative housing providers are critical to addressing housing affordability challenges. The Community Housing Supply Grant Program supports organizations in delivering affordable housing projects that create lasting community benefits and help meet the housing needs of current and future residents.
Program Purpose
The Community Housing Supply Grant Program provides capital funding to eligible non-profit and co-operative housing organizations to support the creation of new affordable and community housing across York Region.
Through this program, York Region invests in projects that are ready to move forward and have the potential to deliver meaningful, long-term affordable housing outcomes for residents. Funding can support new construction, redevelopment, intensification and conversion projects that increase the supply of affordable housing throughout the Region.
The program is part of York Region's commitment to expanding housing options, strengthening community partnerships, encouraging innovation and locally driven housing solutions, and leveraging additional investment in affordable housing development and addressing the growing need for affordable housing.

Program Guidelines
Eligibility
Applicants eligible to apply include:
- Non-profit housing providers
- Housing co-operatives
- Charitable organizations developing affordable housing
- Faith-based organizations developing affordable housing
- Indigenous housing organizations
- Other eligible non-profit housing proponents
Applicants must demonstrate the organizational, financial and development capacity necessary to successfully deliver the proposed project.
Funding may be available for projects that create new affordable housing through:
- New construction
- Redevelopment of existing properties
- Building additions and intensification projects
- Conversion of non-residential buildings to residential use
- Other eligible affordable housing development initiatives
Projects must meet the requirements outlined in the Program Guidelines, including affordability and long-term housing commitments.
Application Evaluation Process
Applications are assessed through a competitive evaluation process.
Funding requests are evaluated based on criteria such as:
- Project readiness
- Affordability outcomes
- Development and operational capacity
- Financial viability
- Project timeline and delivery readiness
- Alignment with Regional housing priorities
- Overall contribution to increasing affordable housing supply
Submission of an application does not guarantee funding.
Previous Program Results and Funding Success
In 2025, York Region awarded funding through the Community Housing Supply Grant Program to support five affordable housing projects across the Region.
The 2025 funding recipients included:
- Markham Inter-Church Committee for Affordable Housing, City of Markham
- Sandgate Women's Shelter of York Region, Town of Georgina
- Trinity Coptic Foundation, Town of Newmarket
- Islamic Shia Ithna-Asheri Jamaat of Toronto, City of Vaughan
- Crescent Village Seniors Housing Corporation, City of Richmond Hill
Collectively, these projects are expected to deliver more than 500 new housing units, including 300 affordable housing units.
In 2024, the program also provided funding to the following projects, which are expected to deliver 100 affordable housing units:
The 2024 funding recipients included:
- Blue Doors Kevin’s Place, Town of Newmarket
- Richmond Hill Ecumenical Homes Corporation, City of Richmond Hill
These projects are helping expand affordable housing opportunities and strengthen community housing across York Region.
