York Region advances strong performance through 2023-2027 strategic plan

Newmarket – York Regional Council received the Year 3 (2025) update on the 2023-2027 Strategic Plan, highlighting continued progress in achieving York Region’s priorities over this term of Regional Council. In 2025, 36 of 48 performance measures, representing 75%, were trending in the desired direction.

“York Region continued to advance Regional Council’s Vision of strong, caring, safe communities through sustained focus on the priorities that matter most to residents,” said York Region Chairman and CEO Eric Jolliffe. “This includes strengthening housing supply, expanding and modernizing infrastructure, improving mobility, supporting community well-being and protecting the environment. These efforts are grounded in accountability and a clear expectation of results.”

The 2023 to 2027 Strategic Plan provides a clear course of action over this term of Council. It is aligned with Council’s Vision and supported through York Region’s Accountability Framework, which integrates departmental business planning, budgeting and performance measurement to ensure consistent and transparent reporting. The plan is tracked, measured and reported annually across Vision’s four Areas of Focus: Economic Vitality, Healthy Communities, Sustainable Environment and Good Government.

Year 3 Progress Report highlights include:

• More than 300 residential customers were connected to reliable high-speed internet service facilitated through YorkNet’s dark fibre network
• Emergency, transitional and community housing projects in planning and development have nearly doubled to 1,318 units since 2024
• Resident satisfaction with forestry services increased to 83%, up from 79% in 2024, supported by sustained tree planting and expansion of protected lands
• Resident perception of value for tax dollars increased to 71%, up from 62% in 2024, reflecting continued focus on efficient and trusted service delivery

“York Region continues to demonstrate strong performance across core services while managing growth, fiscal pressures and increasing demand,” said Township of King Mayor Steve Pellegrini, Chair of Finance and Administration. “This report reflects progress in delivering value for residents, maintaining high quality services and directing investment where it strengthens communities now and into the future.”

Community opinion survey results continue to identify public safety, housing affordability, traffic congestion, infrastructure and transit as top priorities. These priorities are reflected in the 2026 Budget through targeted investments in safer communities, enabling growth, improving mobility and strengthening critical infrastructure.

Work is underway on the development of the 2027 to 2031 Strategic Plan, building on current progress and aligning with Council’s updated Vision. A new Strategic Plan and Multi-Year Budget are developed every four years at the start of each term of Council, ensuring continued alignment with the evolving needs and priorities of residents and businesses.
