Continuing commitment to affordable housing by adding 97 new community housing units
Newmarket – On Monday, October 27, 2025, The Regional Municipality of York and Housing York Inc. proudly hosted the grand opening of Mosaic House, a new community housing building in the Town of Whitchurch-Stouffville.
Located at 5676 Main Street, Mosaic House offers 97 residential units, including a mix of affordable and market rent homes for seniors, families and individuals. Mosaic House opened its doors to its first residents in March 2025 and was fully occupied by June 2025. This building features an indoor amenity space, rooftop patio and parking, creating a welcoming and inclusive environment.
“Creating safe and secure housing where residents can thrive takes a collective effort and we appreciate the federal and provincial governments for their financial support,” said York Region Chairman and CEO Eric Jolliffe. “Affordable housing is one of the greatest challenges facing York Region today and we remain committed to supporting communities with a full range of housing options and services to support all residents.”
The $50.96 million investment for Mosaic House and additional lands for a future phase was made possible through strong collaborative partnerships across all levels of government, including $18.9 million from York Region and nearly $18.9 million and $11 million from the Federal and Provincial governments, respectively.

In February 2021, York Regional Council declared a housing affordability crisis and continues to work with partners and all levels of government to find solutions and provide a full range of housing options to meet resident needs of all ages, abilities, income levels and stages of life.
All levels of government play a critical role in supporting communities with affordable housing. A shared funding model, where each level of government contributes one-third, would enable the Region to nearly double the growth rate of the past 10 years.
