York Regional Council appoints Lisa Gonsalves Commissioner of Community and Health Services

Newmarket – York Regional Council has appointed Lisa Gonsalves as Commissioner of Community and Health Services for The Regional Municipality of York, effective Monday, December 2, 2024.

“Ms. Gonsalves’ exceptional leadership and unwavering commitment to serving our residents has been evident throughout her 24-year career with York Region,” said York Region Chairman and CEO Wayne Emmerson. “Regional Council is confident her extensive experience and dedication will continue to drive excellence, helping us meet the needs of our growing and diverse communities.”

Since joining York Region in 2000, Ms. Gonsalves has held numerous leadership positions, including Acting Commissioner of Community and Health Services since June 2024. Previously, she held the role of General Manager of Paramedic and Senior Services.

Over her career, she has led various initiatives such as community investment allocations, strategic social policy and the development of the Region’s Newcomer and Seniors’ Strategies. Her leadership on the Inclusion Charter for York Region earned international recognition from the United Nations Institute for Training and Research.

Ms. Gonsalves holds a Bachelor of Arts in Public Policy and Administration from York University and a Master of Arts in Political Science from the University of Toronto. She also serves as Board Chair for the United Way Greater Toronto, reflecting her ongoing commitment to community service.

Reporting directly to the Chief Administrative Officer, the Commissioner of Community and Health Service is responsible for providing strategic direction and overall department leadership, which includes public health, paramedic services, social assistance, housing services, seniors’ services, children’s service and strategic policy and planning. The portfolio is responsible for the delivery of these critical services to meet the needs of York Region’s diverse communities while fostering innovation, collaboration and equity in service delivery.
