York Region is inviting non-profit organizations and agencies to rent current and future spaces in Community Hubs at York Region properties to deliver services to residents.

Community Hubs

A Community Hub is where community partners co-locate and work together to deliver integrated, client-focused services that respond to local community needs to improve access, coordination and to enhance the health and well-being of residents.

Organizations may apply as an Anchor Agency, a Drop‑In Service Provider, or both.  

Important: Submission of any form does not guarantee space or create any binding commitments with York Region or its affiliated entities. York Region will not provide funding for Community Hub space operations.

Application Options

There are two ways to apply, depending on how your organization/agency will operate within the Hub:

  1. Anchor Agency: An Anchor Agency enters into a sublease agreement or similar arrangement with York Region, for occupancy of dedicated space, contributes to shared operating costs and has priority access to booking and programming spaces
  2. Drop‑In (Itinerant) Service Provider:  A Drop‑In (Itinerant) Service Provider delivers programs at drop-in spaces on an intermittent basis without occupying dedicated space. Drop‑in providers will pay an hourly permit fee solely for the booked or reserved space

Current Site Opportunities

York Region is seeking applications to rent and operate services at the following locations. If you do not see a location of interest listed, you can complete an application for future rental locations as they become available.

The Queensway South

The Queensway South Development is located at 187-195 The Queensway South, Keswick. The development will include approximately 86 affordable housing units, including community, transitional and emergency housing options.  

The space is anticipated to open in 2029. The facility has approximately 8,000 square feet of community space to accommodate both anchor and drop-in services including:

  • Multiple (approximately 200 square feet) offices with access to shared spaces
  • Several multi-use, flexible spaces that may be adapted to your needs, e.g. meetings, programming, workshops, etc.
  • Layout may be customized to support your agency needs 

Mosaic House

Mosaic House is located at 5676 Main Street, Whitchurch-Stouffville, and has 97 residential units containing a mix of families and seniors. The Community Space operator at Mosaic House will be able to support children, families, and/or seniors who may live on a low income.  

The space is anticipated to open in early 2027. The facility has approximately 2,000 square feet of community space.

In you are interested in a drop in space, an adaptable space of 312 square feet is designed to accommodate a variety of activities such as meetings, programs, workshops, and office space.

Unionville Commons Seniors Hub

Unionville Seniors Hub will be located at 4310 Highway 7, Markham, on the ground floor of a new affordable rental building for seniors.  The goal of the Seniors Hub is to promote age-friendly, complete communities while providing integrated services for seniors to age in place. All services in the Seniors Hub must be for seniors.

The space is anticipated to open in early 2027. The facility has approximately 12,000 square feet of community space.

For Anchor Agencies

If you are interested in becoming an Anchor Agency at Unionville Common Senior’s Hub, we will work with you to determine your space requirements.

For Drop-In Service Providers

If you are interested in drop-in spaces at Unionville Commons, the following options are available:

  • Multi-Purpose Room with kitchenette, approximately 510 square feet
    This multi-purpose room is equipped with a kitchenette and non-commercial appliances. It can hold catered events and contains a small food preparation area
  • Café/Servery/Lounge, approximately 865 square feet
    This space is designed to support service and sales of pre-packaged, ready-to-eat foods and hot beverages such as coffee and tea
  • Multi-Purpose Room, approximately 435 square feet
    This flexible, adaptable space is designed to accommodate a variety of activities such as meetings, programs, workshops and community events
  • Large Event Space, approximately 1,560 square feet
    This space integrates a café/servery, lounge, multi‑purpose room and shared common area to support gatherings, programs and community events 
Eligibility Criteria

A Community Hub is where community partners co-locate and work together to deliver integrated, client-focused services that respond to local community needs to improve access, coordination and to enhance the health and well-being of residents.

Who Can Apply

  • Eligible applicants include: community‑focused registered non‑profits incorporated under the Ontario Not-for-Profit Corporations Act, 2010, S.O. 2010, c. 15 or the Canada Not-for-Profit Corporations Act (S.C. 2009, c. 23), charities registered for the purposes of the Income Tax Act (Canada), and Indigenous donees
  • For‑profit organizations may be considered on a case‑by‑case basis where they demonstrate a clear community benefit through charitable or non‑profit partnerships
  • Applicants must demonstrate experience delivering community programs, financial and operational capacity, collaborative practices, and alignment with York Region’s vision and priorities
  • To maintain neutrality and community trust, religious proselytizing, partisan political activity, and commercial retail activities are not permitted

The Applicant Must:

  1. Have an interest in serving residents of York Region
  2. Demonstrated experience in:
    • Managing and operating community programs, ideally within a community hub model with multiple tenant agencies providing supports to York Region residents
    • Building and maintaining a strong network of collaborative relationships to drive system integration and service delivery
    • Allocating staffing resources to support the planning and daily operations
    • Financial stability and financial ability to fit-up the space to meet service provider’s needs to deliver programs and services
    • Capacity to take on this project in the areas of operations, capital and human resource planning, financial management, and project planning
    • Having an organizational vision, mission and values that align with York Region’s vision and priorities 
Financial Responsibilities and Cost Considerations

Anchor Agency

The Queensway South or Unionville Seniors Hub: Enter into a sublease agreement or similar arrangement with York Region for occupancy of dedicated space at a currently estimated rate of $20-$22 per square foot and a proportionate share of common spaces which include programming and flexible multi-purpose rooms and staff washrooms. Space requirements will be confirmed through follow‑up discussions. Please note that the aforementioned rate per square footage is an estimate and may be revised by York Region, in its sole discretion, at a later date.

Drop-In Service Providers

Access space through a permit process and be subject to an hourly fee.

  • The aforementioned costs are an estimate only and may be dependent on specific space requirements
  • Before any services begin, proof of $2 million in liability insurance must be provided. Additional coverage may be required depending on services offered
