Northeast Vaughan Water and Wastewater Services Environmental Assessment
York Region has initiated a study to identify the required water and wastewater infrastructure to service anticipated development in northeast Vaughan to the year 2051.
The water service area is located:
- From the King-Vaughan town boundary line to Teston Road, and from Highway 27 to Dufferin Street
The wastewater service area is located:
- From the King-Vaughan town boundary line south to Langstaff Road, and from west of Kipling Avenue to Dufferin Street
The Notice of Completion places the Project File on public review and comment for 30 calendar days from April 11, 2019, through to May 13, 2019. Planning for Future Growth
The Province of Ontario’s Growth Plan for the Greater Golden Horseshoe has forecasted York Region to grow to 1.79 million people by 2041. It is expected that approximately 30 per cent of that growth will be in the City of Vaughan. The northeast Vaughan area is expected to grow significantly based on the City of Vaughan’s city-wide Official Plan review.
York Region's water and wastewater master plan update (2016) recommended municipal infrastructure projects to accommodate the growth expected in the northeast Vaughan service area. These recommendations are being reviewed as part of this study.
The Process
The Municipal Class Environmental Assessment is a planning and design process approved by the Minister of the Environment. Municipalities can use the process to obtain approval under the Environmental Assessment Act for certain municipal infrastructure projects they are proposing to build. The purpose of the Environmental Assessment Act is to provide for the betterment of the people of the whole or any part of Ontario by providing for the protection, conservation, and wise management of the environment.
York Region is carrying out this study in accordance with the Schedule B Class Environmental Assessment process and is undertaking Phases 1 and 2 of the Municipal Class Environmental Assessment as follows:
- Phase 1 – Identify the problem or opportunity
- Phase 2 – Identify alternative solutions to address the problem or opportunity and establish a preferred solution considering the existing environment and agency and public comments
Get Involved
Consultation with citizens and businesses is an important part of the Municipal Class Environmental Assessment process. Review agencies, Aboriginal Communities, and the public will be invited to participate throughout the study. Consultation opportunities will include:
- Meetings
- Public consultation centres
- Notices advertised and distributed at key decision-making points in the planning process
Stakeholder Advisory Committee
A Stakeholder Advisory Committee has been formed to discuss the Project with interested public representatives and stakeholders. The Committee will help identify opportunities, considerations and concerns with the Project Team.

Technical Advisory Committee
A Technical Advisory Committee provides a forum for regulatory authorities, approval agencies and the City of Vaughan to provide feedback and guidance to the project team during the project. They will ensure that interested parties are effectively engaged in the development of a sustainable solution for the project.

Public Consultation Centres
Two public consultation centres (PCCs) were planned for the project. They provided an opportunity for the public to learn about and provide feedback on the objectives of the project, proposed methods and approaches for the Class Environmental Assessment, and ongoing results of the study.
The first Public Consultation Centre was held on April 27 and 29, 2015.
