Regional Council met at 9 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Opening Remarks from Regional Chairman
177 Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

178 2018 Regional Budget
Clause 4 of Committee of the Whole Report No. 17
Mayor Quirk declared an interest in the 2018 Regional Budget as it pertains to York Regional Police. This declaration of interest is due to Mayor Quirk’s stepson being a member of York Regional Police and her husband being a retired member of York Regional Police and under contract to York Regional Police. Mayor Quirk did not take part in the discussion of or vote on this item.

It was moved by Regional Councillor Jones, seconded by Regional Councillor Li that Council confirm the Minutes of the Council meeting held on November 16, 2017 in the form supplied to the Members.

180 Association of Municipalities of Ontario’s Local Share Proposal
It was moved by Mayor Van Bynen, seconded by Mayor Dawe that Council receive the presentation from Monika Turner, Director of Policy, Association of Municipalities of Ontario regarding AMO’s Local Share Proposal.

181 2018 Regional Budget
Bill Hughes, Commissioner of Finance and Regional Treasurer, provided Council with an overview of the proposed 2018 Regional Budget.
Mr. Hughes indicated that the draft budget provides for a tax increase of 2.77% in 2018. The proposed 2018 budget includes $2.2 billion for operations and $810 million in funding for capital projects. The 10-year capital plan proposes $5.9 billion in spending.
Mr. Hughes presented key features of the draft budget which includes initiatives such as the York Telecom Network, additional resources in Public Health for immunization programs, increased access to child care, provincial transfer of EarlyON child and family centres to the Region, expanded responsibilities in homelessness prevention, a new Travel Smart Program and hiring of 22 additional staff for York Regional Police and 16 new staff for Paramedic Services.
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council receive the presentation from Bill Hughes, Commissioner of Finance and Regional Treasurer.

It was moved by Mayor Scarpitti, seconded by Regional Councillor Armstrong that Council consent to the following deputations regarding the Holiday Shopping Bylaw, which was passed at the November 16, 2017 Council meeting.

John Cartwright also presented staff with a Position Paper on Holiday Shopping – York Region that is on file with the Clerk’s Office.

Consideration and Adoption of Reports
184 Report No. 17 of Committee of the Whole – November 30, 2017
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council adopt the recommendations in Report No. 17 of Committee of the Whole.

185 Report No. 18 of Committee of the Whole– December 7, 2017
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council adopt the recommendations in Report No. 18 of Committee of the Whole with the following amendments as noted:
Roads Capital Acceleration Option (Clause 8)
It was moved by Councillor Taylor, seconded by Mayor Dawe that Council defer consideration of the following, pending further analysis of this, and other options, at a Council Education Session in Q2 of 2018:
1. Correspondence from Signe Leisk, Partner, Cassels Brock Lawyers, dated December 6, 2017.
2. The following recommendations contained in the report dated November 21, 2017 from the Commissioner of Finance:
1. The Committee of the Whole consider the following recommendation to Council for the Roads Capital Acceleration option.
2. The Roads Capital Acceleration option be consolidated by the Regional Treasurer with the 2018 budget for Council approval on December 14, 2017, if recommended by Committee, as follows:
a. Establish a Roads Capital Acceleration Reserve Fund to advance growth capital projects
b. Add an additional 1% to the proposed 2018 tax levy which will be contributed to the Roads Capital Acceleration reserve
c. Increase proposed 2018 Capital Spending Authority by $5.3 million for accelerated capital projects.
