The Board of Directors of York Region Rapid Transit Corporation met at 2:15 p.m. in Committee Room A, Regional Administrative Centre, 17250 Yonge Street, Newmarket, Ontario. Mayor Scarpitti chaired the meeting.

15-34 Approval of Minutes of the September 17, 2015 Board Meeting
It was moved by Mayor Barrow and seconded by Regional Chair Emmerson that the Board confirm the Minutes of the September 17, 2015 meeting of the Board of Directors of York Region Rapid Transit Corporation, which was Carried.

15-35 York Region Rapid Transit Corporation – 2016 Regional Multi-Year Capital and Operating Expenditures Budget
Mr. M. Cheong, Chief Financial Officer, presented information on the Regional portion of the 2016 Multi-Year Capital and Operating Expenditures Budget.
A report of the President, dated November 19, 2015, was presented, recommending that:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse and advance the 2016 Regional Capital Expenditures total of $165.1 million, with a Regional Multi-Year Capital Spending Authority of $316.4 million.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse and advance the 2016 Regional Operating Expenditures Budget of $7.9 million and 2017-2018 Outlook.
It was moved by Regional Councillor Spatafora and seconded by Mayor Van Bynen that the foregoing presentation be received and the foregoing recommendations be adopted, which was Carried.
15-36 York Region Rapid Transit Corporation – 2016 Metrolinx Multi-Year Capital Expenditures Budget
Mr. M. Cheong, Chief Financial Officer, presented information on the Metrolinx portion of the 2016 Multi-Year Capital Expenditures Budget.
A report of the President, dated November 19, 2015, was presented, recommending that:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse the 2016 Metrolinx Multi-Year Capital Expenditures Budget of $792.8 million.
It was moved by Mayor Barrow and seconded by Mayor Van Bynen that the foregoing presentation be received and the foregoing recommendation be adopted, which was Carried.

The Board convened in private session from 2:42 p.m. to 2:47 p.m.
There being no further business, the Board adjourned at 2:47 p.m.
