The Transportation Master Plan Advisory Task Force meeting was called to order at 9:00 a.m. on April 13, 2016. Regional Chair Emmerson chaired the meeting.

1. Meeting Objectives and Overview

 

The Task Force recommends receipt of the presentation by Daniel Kostopoulos, Commissioner of Transportation Services regarding “Meeting Objectives and Overview”. The presentation included a summary of comments received from local municipalities regarding the draft TMP update.

 

2. Overview of the TMP Phasing and Costs

 

The Task Force recommends receipt of the presentation by Stephen Collins, Director, Infrastructure Management and Project Management Office regarding “Overview of the TMP Phasing and Costs”. The presentation included a review of the proposed phasing of the Transit and Road Networks to 2041 and a summary of projected total capital costs by phase.

 

3. Financial Implications of the Draft Transportation Master Plan

 

The Task Force recommends receipt of the presentation by Kelly Strueby, Director, Office of the Budget and Ed Hankins, Director, Treasury Office regarding “Financial Implications of the Draft Transportation Master Plan”. The presentation included a review of preliminary funding analysis and findings, budgeting for asset management, funding growth-related infrastructure and potential debt and tax implications.

 

4. TMP Report Framework [3.4 MB]

 

The Task Force recommends receipt of the presentation by Stephen Collins, Director, Infrastructure Management and Project Management Office and Angela Gibson, Head, Performance Monitoring and Research regarding “TMP Report Framework”. The presentation included an overview of TMP objectives, strategies, networks and implementation and a review of an annotated outline of the draft TMP.

 

5. Next Steps

 

The Task Force recommends receipt of the presentation by Daniel Kostopoulos, Commissioner of Transportation Services regarding next steps for the Task Force, which include a report to Council in May on draft network alternatives and a discussion regarding plan implementation and how we will measure success at the next Task Force meeting in June.

The Transportation Master Plan Advisory Task Force meeting adjourned at 11:36 a.m.
